Yes. Dental treatment is covered by Japan’s public health insurance system. Standard dental care such as cavity treatment, periodontal treatment, tooth extraction, and root canal treatment can generally be covered in the same way as treatment at other medical clinics.
In other words, going to a dentist in Japan does not normally mean paying the full cost yourself.
However, that does not mean everything a dentist offers is covered. The main distinction is whether the treatment falls within the standard procedures approved for insurance, or whether the patient chooses a material, appearance, or treatment method that is outside that coverage.
For example, treating a cavity and placing a crown may be possible under insurance. But if you choose a more cosmetic material such as certain types of ceramic, you may have to pay the full cost yourself. Teeth whitening and ordinary dental implants are also generally outside public insurance coverage.
From a Japanese point of view, insured treatment is usually the normal standard option, while non-insured options are something you may choose if you want additional materials or methods. Paying out of pocket does not automatically mean that it is the only “proper” treatment or that insured treatment is somehow inadequate.
It is also important to remember that not everything done at a dental clinic counts as insured treatment. A routine dental checkup when you have no symptoms, or a procedure done purely for cosmetic reasons, is generally separate from ordinary insurance-covered treatment. If a checkup finds a cavity or gum disease, however, standard treatment for that diagnosed condition can usually be covered.
So if you are unsure, simply ask the dentist, “Is this covered by insurance, or do I have to pay for it out of pocket?” The basic rule is straightforward: standard dental treatment is covered, while materials or procedures outside the insurance system may require full out-of-pocket payment.
