What are the three categories of National Pension insured persons?

Japan’s National Pension system divides insured people into three categories: Category I, Category II, and Category III. The numbers may sound as if they refer to three different pension plans or different levels of coverage, but they do not. They simply describe a person’s current position in the pension system based mainly on their work and dependent status.

Category I mainly includes self-employed people, students, and people who are not working. In general, these are people who are not covered by Employees’ Pension Insurance and do not qualify as Category III. They normally pay their National Pension contributions themselves.

Category II includes company employees, public servants, and others who are enrolled in Employees’ Pension Insurance. For company employees, pension contributions are generally deducted from their salary, and many of the necessary procedures are handled through the employer. As a result, people may go through everyday life without thinking much about the fact that they are “Category II.” Japan’s pension system is complicated enough that many people do not study it closely when they are young.

Category III applies to certain spouses who are financially dependent on a Category II insured person. It does not simply mean “a stay-at-home wife or husband.” Eligibility depends on factors such as income and working conditions. If a person no longer meets the requirements, they may become Category I or Category II instead. Category III insured people do not pay National Pension contributions directly themselves.

The important point is that these categories are not permanent. A student may move from Category I to Category II after starting a full-time job. A company employee who leaves their job may need to switch to Category I. A person may also move into or out of Category III when their spouse or dependent status changes.

While working for a company, it is possible to live for years without paying much attention to which category you belong to because so much of the pension and tax administration is handled through your employer. But when you start a job, leave one, or move into or out of a spouse’s dependent status, the category may change and you may need to take action yourself. These three numbers tend to matter most precisely when your life changes.
