Tokyo’s 23 special wards are the 23 local governments that make up the central part of Tokyo. Shinjuku, Shibuya, Setagaya, and Minato are examples. Each ward has its own mayor and assembly and handles many services that directly affect residents, such as resident registration, childcare, and welfare.
However, they are not exactly the same as ordinary cities. That is what makes Tokyo’s 23 wards a little difficult to understand.
From a resident’s point of view, each ward does not necessarily feel like a separate city. People commute, shop, and move across several wards as part of everyday life, often without paying much attention to ward boundaries. The stronger feeling is usually that you live in Tokyo first, and within Tokyo, in a particular ward.
The administrative system reflects that as well. The wards handle many local services, while the Tokyo Metropolitan Government is responsible for some functions that are more efficiently managed across the entire urban area, including water, sewerage, and firefighting. Tokyo and the 23 wards therefore divide responsibilities between them.
You can feel this division in daily life. Most of the time, people may simply think of themselves as living in Tokyo. But when they need a residence certificate, childcare services, or other local administrative support, the ward office becomes the government closest to them.
Ward names also carry very different images. Places such as Minato, Meguro, and Setagaya can have strong brand associations, while other wards are known more for old downtown neighborhoods or a more local atmosphere. Differences in childcare support and other public services can also influence where people choose to live.
So Tokyo’s 23 wards are separate local governments administratively, but parts of one Tokyo as an urban area. Residents can feel both that they live in Tokyo and that they are residents of Setagaya, Minato, or another ward. They function much like cities in many respects, while sharing certain responsibilities with the Tokyo Metropolitan Government. That combination is the key to understanding what a Tokyo special ward actually is.
