A juminhyo is an official municipal record containing basic information about a person living in Japan, such as their name, date of birth, address, and relationship to the head of their household. It is more than simple proof of address. It shows where a person currently lives and which household they are registered in.
Strictly speaking, the juminhyo is the record kept by the local municipal government. The document issued for official use is called a copy of the juminhyo. In everyday conversation, however, Japanese people usually call the issued document itself a juminhyo as well.
A juminhyo is not an identification card that people carry with them, like a driver’s license or My Number card. Instead, it is obtained and submitted when an organization needs official confirmation of a person’s registered address or household information. It may be requested for employment, contracts, licensing procedures, school matters, and other formal applications.
When a municipal office, employer, school, or another legitimate organization asks for a juminhyo, most Japanese people do not question the request in detail. They generally assume that it is needed to confirm their official address or other basic information and submit it as a normal part of the procedure.
How often someone needs one depends on their circumstances, but there are more occasions to obtain a juminhyo than many people might expect. In the past, people normally had to visit a municipal office to get one. Today, those who meet the necessary conditions can often obtain one from a convenience-store terminal, which has made the process much easier.
When people move, they are expected to update not only where they physically live but also the address recorded on their juminhyo. Most people do not think deeply about the legal details. They simply regard notifying the local government after moving as an ordinary and necessary step.
Foreign residents living in Japan on a medium- or long-term basis are also entered into the resident registration system. The purpose is to record which municipality they live in and allow administrative procedures to be carried out based on that address.
The juminhyo is not the only basic public record used in Japan. Other systems, such as the family register, or koseki, also play important roles. Among Japan’s various public record systems, the juminhyo is one of the main records connecting a person’s everyday life with local government by officially showing where they live and which household they belong to.
