Why are Japanese long-distance rail booking systems divided among different JR companies?

If you go to a station and buy a Shinkansen ticket at a ticket counter or a reserved-seat ticket machine, you usually do not need to think about the differences between JR companies. You simply choose your departure point, destination, and preferred time. There is no need to work out which JR company operates each part of the journey.

Because of this, Japanese passengers can use long-distance trains without ever knowing that the reservation systems are divided among different companies. The differences become much more visible when they try to book a journey online in advance.

There are several online booking services, including JR-EAST Train Reservation, JR-WEST ONLINE TRAIN RESERVATION, and smartEX for the Tokaido, Sanyo, and Kyushu Shinkansen lines. The trains and tickets available, as well as the stations where paper tickets can be collected, depend on which service was used. A reservation may be completed successfully, yet the ticket may not be available for collection at the station the passenger planned to use.

This is because JR is not a single nationwide railway company. Japanese National Railways was divided and privatized in 1987, creating separate regional companies such as JR East, JR Central, and JR West. Each company later developed reservation services for its own region and trains.

Many Japanese people know that JR Central and JR West are separate companies. However, when they buy tickets directly at a station, that distinction rarely causes any difficulty. Someone traveling from Tokyo to Hiroshima can buy a ticket for the entire journey at once, without first thinking about where JR Central’s area ends and JR West’s begins.

Since the JR companies are separate businesses, completely unifying their internal systems may not be simple. Even so, the booking portals and guidance provided to passengers do not need to feel so divided.

Online booking could work more like buying a ticket at the station: choose a departure point and destination, and the appropriate service, ticket collection method, and boarding instructions are shown clearly. The differences between JR companies may matter to the organizations operating the trains, but passengers should not have to memorize them every time they want to travel.
